The possibility of the misuse of research results for malevolent purposes poses a real threat to public health and national security. As the discussion on the various aspects of dual use began only recently, patient the dilemma requires thorough explanation not only to the public, denture but also to researchers. It is without question that raising the international awareness of this serious problem is the very first step in creating a kind of a road map to cope with it.
The Polish Academy of Sciences would like to contribute to the already launched worldwide discussion on dual use by organizing an International Conference:

Why We Can't Afford to Fail
November 9-10, 2007, Warsaw
The problem of dual-use research is becoming one of the most important challenges for contemporary research. In the United States, the National Science Advisory Board for Biosecurity was established in March 2006 as a governmental body charged with providing advice to federal departments and agencies as well as with developing a strategy to minimize the risks of this kind of scientific activity.
Leading international and Polish experts, including medical doctors, ethicists, science administrators, and lawyers, will be speakers at the conference.
